  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

This position is in CDOT’s Headquarters Business Office. The Headquarters Business Office ensures the financial integrity of all business transactions throughout Headquarters in meeting its fiduciary responsibilities to the public and provides the following core functions:
  • Financial support to the Chief Financial Officer (CFO) and Division of Accounting and Finance (DAF) Leadership Team
  • Oversight of CDOT Commercial Card Program (P-Card and Travel Card)
  • Compliance with financial and budgetary policies and procedures
  • Financial reporting
  • STIP and TIP amendments and coordination
  • Budget planning and coordination
  • Coordinating with project programming and expenditures
  • Contracting and purchasing
  • Accounts payable and receivable
  • Project Setup, funding authorizations by Federal Highway Administration (FHWA), and project closures

 
About the Position
As the Administrator III, you will ensure that financial transactions are processed in an accurate and timely manner with the proper authorization and coding within legal parameters. You will also ensure ongoing compliance with all relevant federal and state legislation, policies, procedures, and contractual terms affecting your assigned areas of responsibility. 
 
Your duties and responsibilities  will include, but are not limited to, the following:

  • Provide fiscal services and guidance to CDOT’s Division of Transit & Rail (DTR);
  • Ensure invoices and assigned payments are processed accurately and timely, following established procedures and with proper federal and state authorization;
  • Determine breakdown of reimbursement request amounts and validate calculated amounts;
  • Apply funding strings to charge against and apply correct financial coding;
  • Document transactions, including number of claimed categories and dollar amounts;
  • Assist with fiscal year-end procedures and internal and external audit requests;
  • Assist with high-level and complex payment issues; investigate discrepancies and troubleshoot errors;
  • Utilize a variety of systems including Brainware, OnBase AP, SAP, and COTRAMS;
  • Analyze purchase order information and review grant agreements, applying understanding of procurement rules and statutory violations;
  • Help implement policies, procedures, and internal controls for processing financial transactions such as payables, receivables, purchasing, journal entries, and budget adjustments;
  • Perform specialized support services to all Headquarters divisions with processing employee travel reimbursement requests;
  • Provide detailed explanations to staff regarding per diem, incidentals, mileage, other allowable expenses, lodging, and rental vehicles;
  • Identify, review, and process Xcel Energy EDI invoices;
  • Assist with commercial card duties, demonstrating understanding controls placed on these cards; provide guidance and troubleshoot end-user issues;
  • Other job duties as assigned.
Work Environment:

 

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work with the expectation to be in the office at least 2 days per week.
  • Occasional travel required across the state to provide training to end-users.
Minimum Qualifications
 
Experience Only:
  • At least 6 years of experience with a primary focus in accounting, business analysis, budget analysis and implementation, or finance.
 
OR
 
Education and Experience:
  • A combination of relevant education and experience equal to at least 6 years.
    • Education from an accredited college or university with coursework in Accounting, Business Administration, Finance, or another field of study related to the duties of this position will be considered.
    • Experience with a primary focus in accounting, business analysis, budget analysis and implementation, or finance will be considered.

  • Years of State service experience related to the duties of this position;
