Job Description
Smart Start of Forsyth County (S.S.F.C.) is seeking a skilled and detail-oriented Contracts Manager to oversee the management, monitoring, and compliance of contracts related to Smart Start of Forsyth County programs. The Contracts Manager will ensure that all contractual obligations are met, maintain compliance with state and federal regulations, and provide accurate and timely reporting to the Vice President of Finance and Administration.
The ideal candidate will have a strong background in nonprofit contracts management, familiarity with N.C.P.C. programs and reporting requirements, and a commitment to supporting S.S.F.C.'s mission of improving early childhood development and education in Forsyth County.
Essential Duties and Responsibilities:
1. Contracts Management:
- Oversee all NCPC-related contracts and ensure terms and conditions are fully understood and met by all parties.
- Develop, negotiate, and manage contracts with N.C.P.C. and other vendors, ensuring compliance with legal and regulatory requirements.
- Maintain accurate and organized contracts, amendments, and communications records.
- Serve as the primary point of contact for contract-related inquiries from internal departments and external partners.
2. Program Monitoring and Compliance:
- Monitor program performance to ensure adherence to contract terms, including deliverables, timelines, and budgets.
- Conduct regular compliance reviews and ensure programs meet requirements.
- Identify and address potential compliance risks and report findings to the V.P. of Finance and Administration
- Develop and maintain tracking systems for reporting compliance with N.C.P.C. and other funding agencies.
3. Reporting:
- Prepare and submit timely and accurate financial and programmatic reports to the V.P. of Finance and Administration.
- Compile necessary data for quarterly and annual reporting to N.C.P.C., ensuring all reporting requirements are met.
- Assist in preparing grant proposals and funding applications to support ongoing and future contracts
- Maintain transparency and communication with leadership regarding contract status, progress, and any compliance issues.
4. Collaboration & Communication:
- Work closely with the Finance, Program, and Compliance teams to ensure alignment with contract requirements and organizational goals.
- Provide training and guidance to program staff to ensure compliance with contractual obligations and regulatory standards.
- Coordinate with auditors and external reviewers during contract reviews or audits to provide necessary documentation and clarification.
- Organize and Schedule Quarterly Partners' Meetings.
5. Continuous Improvement:
- Identify areas for process improvements in contract management and compliance monitoring to enhance efficiency and accuracy.
- Keep current with changes in federal, state, and local regulations regarding contract management, nonprofit funding, and NCPC requirements.
- Propose solutions for challenges related to contract performance, risk management, and reporting.
Educational and Experiential Requirements:
- Bachelor's degree in Business, Public Administration, Finance, Nonprofit Management, or related field required. Master's degree preferred.
- Minimum of 3-5 years of experience in contract management, preferably within a nonprofit or government setting.
- Familiarity with NCPC program requirements and North Carolina Pre-K standards is strongly preferred.
- Strong understanding of legal, financial, and compliance aspects of contract management.
- Exceptional organizational skills with the ability to manage multiple projects and deadlines.
- Excellent communication and interpersonal skills, with the ability to collaborate with internal teams and 4external stakeholders.
- Proficiency in Microsoft Office Suite, contract management software, and reporting tools.

Skills/Abilities:
- Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
- Valid driver's licenses and ability to operate an automobile.
- Participation in organizational professionalism and cultural competence.
Physical Requirements:
- Perform basic life operational skills (fingering, grasping, talking, hearing, and repetitive motions).
- Specific vision abilities (close, distance, color, peripheral vision, depth perception, and focus adjustment).
- Perform sedentary work, occasionally exerting up to 10 pounds of force.
Position Type/Expected Hours of Work:
- Full-time, exempt position.
- Office-based with flexibility for remote work and off-site meetings.
Location & Travel:
- Based in Winston-Salem, NC, with minor travel.
- Primarily local travel during business days, with occasional out-of-area and overnight travel.
