Accountable to : Director of HUD Programs

Status : Regular, full-time, classified

Primary Objective of Position : This position performs both the duties of Program Specialist and HQS Inspector. Under general supervision performs inspections for Section 8 Voucher, Shelter Plus Care, and other properties owned or managed by the Housing Authority. Coordinates and implements a variety of clerical, customer service, and record keeping activities related to inspections, coordinates landlord seminars, and provides other staff support as assigned by supervisor. Under general supervision, performs duties and tasks of a Program Specialist.

Tasks :

Inspections – approximately ½ time

  • Performs Housing Quality Standards (HQS) inspections of Section 8 Voucher, Shelter Plus Care, and first-time homebuyer units.
  • Performs special inspections and move-in/move-out inspections as requested.
  • Schedules inspection appointments and sends notification letters.
  • Tracks pass and fail inspections for reporting purposes.
  • Generates correspondence and reports. Works with Admissions and Occupancy Department to ensure all annual inspections are completed in accordance with HUD guidelines.
  • Uses tablet or other mobile device to upload, record inspections on site and download in real time.
  • Records notes and photos of deficiencies.
  • Notifies landlords and tenants of deficiencies, in writing and/or by telephone.
  • Works closely with landlords, tenants, and program specialists to resolve deficiencies.
  • Follows up with landlords and tenants to ensure deficiencies have been corrected.
  • Schedules follow-up inspections.
  • Notifies program specialists in a timely manner of failure to correct deficiencies so that HAP payments can be abated according to program regulations.
  • Provides complete documentation for files.
  • May be required to testify in court during eviction proceedings regarding condition of unit.
  • Provides complete documentation for files.
  • Presents information about HQS standards and inspections during voucher briefings, and to landlords.
  • Research changes in inspection standards and informs staff and landlords of changes as necessary.
  • Performs outreach to landlords, real estate agents, and other interested groups to keep them informed about assisted housing programs, equal opportunity requirements, nondiscrimination requirements, and legislative changes.
  • Organizes Landlord Informational Seminars.
  • Develops working relationships with owners and real estate broker associations.
  • Participates in community-based organizations comprised of private property and apartment owners and managers.
  • Recruits new landlords.
  • Investigates field reports from staff.
  • Performs drive-by and special inspections of owned and managed properties.

Program Specialist – approximately ½ time

  • Coordinates, reviews, interprets, and processes general rules, regulations, policies, procedures and documents to determine eligibility, rent calculations and continuing program compliance. This position is the primary ongoing client contact after initial eligibility determination has occurred.
  • Maintains and verifies application information for admission to housing programs. Conducts group (10-30) voucher briefings.
  • Schedules appointments for and conducts eligibility and occupancy interviews with new applicants.
  • Verifies income, citizenship status, credit report information, household composition, criminal background, and other information necessary to determine eligibility for assisted housing programs.
  • Prepares files for review by departmental managers.
  • Under supervision of Manager, issues new vouchers, processes Requests for Tenancy Approval, and prepares Housing Assistance Payment contracts.
  • Maintains all files containing documents and verifications used in determining ongoing program eligibility, rent calculations, inspections, and terminations.
  • Ensures ongoing compliance with all required regulations, policies and practices related to eligibility, occupancy and rent calculation, and makes recommendations to improve, update or establish operations.
  • Conducts annual and interim re-certifications.
  • Verifies income, household composition, and other information necessary to determine ongoing eligibility and compliance.
  • Schedules annual and special inspections, and coordinates inspection schedule with other staff.
  • Prepares materials for, conducts and/or monitors orientation and briefings for new participants in compliance with program regulations.
  • Processes participant moves, ports in and ports out.
  • Monitors and documents occupancy compliance.
  • Reviews monthly landlord and utility payments for accuracy.
  • Processes and reviews payment of damage claims.
  • Receives tenant and landlord complaints, recommends needed actions and/or refers to other departments for follow-up.
  • Schedules and represents MHA at informal hearings or reviews.
  • Maintains all HUD required documents in participant files; compiles and enters data in computer programs and produces detailed statistics and reports.
  • Assists in collection of materials and information and prepares reports and correspondence.
  • Recommends clients to Family Self-Sufficiency and Homeownership programs.
  • Refers clients to other departments, as necessary.
  • Works closely with all other departments and program and support personnel.
  • May make program presentations to the public and/or participate on committees and task forces as assigned.
  • Performs routine clerical tasks such as computer data entry, making copies, sending faxes, running errands, and filing documents.
  • May provide clerical assistance for other program staff.
  • May back-up manager in his/her absence or as requested.
  • Performs special projects or other tasks as assigned by supervisor.

Knowledge, Skills, and Other Characteristics :

  • Local, state and federal law and regulations applicable to the delivery of assisted housing programs.
  • Interviewing techniques and landlord/tenant laws.
  • Basic office procedures and practices, grammar, and business English.
  • Fair Housing, Equal Opportunity, and nondiscrimination laws and regulations.
  • Ability to perform rent calculations and explain them as needed.
  • Knowledge of local, state and federal law and regulations applicable to the delivery of assisted housing programs.
  • Knowledge of principles and practices of sound business communication.
  • Knowledge of residential construction or building maintenance, and familiarity with residential building components.
  • Skill in negotiating, problem-solving and coordinating people.
  • Skill in setting priorities and exercising sound judgment consistent with the Housing Authority’s mission and applicable policies and guidelines.
  • Skill in organizing and maintaining detailed documents and files.
  • Skill in time management and appointment scheduling.
  • Skill in making visual observations in the field according to a set of inspection standards and keeping accurate records of the observations on standardized forms.
  • Skill in working with a wide variety of people and ability to be punctual to appointments.
  • Skill in using word processing and spreadsheet applications, network software, interoffice email (Outlook). Internet experience is desirable.
  • Skill in the operation of a pickup or other passenger vehicle with a manual or automatic shift transmission. Skill in operating a vehicle in any weather condition to travel to inspection sites.
  • Skill in maintaining records and preparing written reports.
  • Skill in following oral and written instructions.
  • Skill in communicating effectively verbally and in writing.
  • Skill in establishing and maintaining highly effective and courteous working relationships with managers, clients, representatives of other public, private and social service organizations, volunteers, contractors, employees, the public and others encountered in the course of work, some of whom may be upset, dissatisfied and/or abusive.
  • Performing mathematical calculations.
  • Understanding, interpreting, explaining and applying detailed and complex regulations, policies and procedures governing compliance with the Housing Authority’s assisted housing programs.

Qualifications :

Bachelor’s degree in public administration or closely related field OR high school diploma or GED AND one year of experience in residential facilities inspections, maintenance, construction, or repair work and one year of experience in an office setting, or equivalent combination. Experience with mobile device is desirable. Must have a valid Montana driver's license and be able to qualify for standard insurance coverage under the Missoula Housing Authority vehicle insurance policy. Must have HQS inspector certification from HUD accredited training program, or attend HQS training within six months of hiring.

Must have Program Specialist certification within six months.
